新区地处铜川市南部原区,本区地形呈波浪起伏,由东、西两条原面组成,中有赵氏河相隔。东原东西宽4—6公里,西原东西宽3公里,呈东北——西南走向,原面比较平坦,整个原面海拔高度710—750米,赵氏河谷海拔600—660米,与台原高差100米左右。原面边缘因水流冲刷,形成参差不齐的陡壁及破碎的沟壑。
新区属暖温带大陆性半干旱半湿润易旱气候区,四季冷暖干湿分明,冬季受蒙古极地大陆气团控制,寒冷干燥,雨雪偏小。春季温度回升,天气多变,乍暖乍寒,常有大风、霜冻、沙尘及春旱发生。夏季受太平洋副热带海洋气团控制,出现高温与雷阵雨天气,常有冰雹及伏旱发生。秋季降温较快,多连阴雨,晚秋天气较晴朗,无霜期长,降水较少。
太阳辐射平均年总量为127.61千卡/平方厘米。日照总时数2268.6小时,日照百分率达51%。一般是夏季与春末最长,占全年总时数的40%。气候温和,夏无酷暑,冬无严寒。年平均气温12.3℃,7月份最高25.0℃,1月最低零下1.7℃。极端温度历史记录:最高39.7℃(1972年7月);最低零下16.0℃(1967年1月)。年平均降水量为567.8毫米。最大降水量为1983年821.8毫米,最小降水量为1986年347.7毫米,相差474.1毫米。月平均降水7月最多为110.5毫米,月最少为5.0毫米。四季降水冬季最少(18.4毫米),春季次之(122.6毫米),秋季较多(180.7毫米),夏季最多(246.3毫米)。降水量最多集中在7—9月份。每年降水量日数平均91天。夏季29天,秋季27天,春季24天,冬季11天。最长降水日数为19天,出现在1962年9月22日—10月10日。
新区境内有两条河流。赵氏河源干耀州区吕村河、陈村河两支流,于双岔河会流后形成干流,入富平县境石川河,全长33公里,总流域面积224.1平方公里。多年平均经流量1487万立方米,流量0.25秒·立方米。浊峪河发源于小丘乡北部之安沟村,南流入三原县汇于清峪河,全长22公里,流域面积85.8平方公里,每年平均经流量550万立方米,流量0.07秒立方米。
新区大部分用水由桃曲坡水库补充供给。桃曲坡水库距新区15公里,总库容量5720万立方米,由于多年泥沙淤积,有效库容降至3095万立方米。
玉皇阁水库位于赵氏河上游,设计库容1590万平方米,由于泥沙淤严重,仅有库容464万立方米。
新区地下水储量丰富。一级阶地及东侧原边台地,属于强富水区。单井涌水量为2000—3000吨/日,最大可达9000吨/日,东原南部属干强富水或较强富水等级,单孔出水量500—1000吨/日,或大于1000吨/日。
据有关地质勘察资料,新区周围地下埋有一定贮量的煤,面积51.42平方公里。平均煤的厚度2.58米。储量1.8亿吨。
赵氏河、浊峪河流域河滩地万余亩可种植莲菜,建立鱼塘,开展多种经营,河道两岸山坡可栽植杂果。
新区自然灾害有旱、水、风、虫、冻、雹、地震等多种,尤以旱灾次数最多,危害最大。民国四年(1915)至三十四年(1945)30年内,大旱10次平均3年一次。解放后,据气象部门统计,1962年—1981年20年内,共出现干旱59次,平均每年近3次。其中百日、双百日大旱5次,平均4年一次。最长的大旱207天,出现在1979年9月29日至1980年4月22日。水灾多由暴雨及连阴雨造成。1964—1983年20年内,严重水灾出现7次,平均近三年一次。雹灾每年平均降雹4次,最多的1973年达到11次。时间最早在4月下旬,最晚在10月下旬,而以7月份为最多。风灾以大风引起的沙尘暴最为严重。每年在三四月间清晨发生,往往持续1—2日。霜冻与虫害虽较普遍,但危害较小。地震虽发生多次,但多属轻震、微震。
